What is the issue? Clocks move depending on load among other things

I spent $2500 on building my PC and all i do with it is play no games atm & watch anime at 1080p(finally) watch YT and write essays...  nothing, it just sits there collecting dust...

It's a laptop and that's completely normal power saving feature. On your screenshot you have nothing demanding running so why would the CPU boost? Have you even checked what clocks you're getting while gaming?

Yes. I had to CLOSE THE GAME TO ACTUALLY DO ANYTHING!

I mean, If I just watch some youtube most of my cores are at sleep or at 200MHz and only when moving mouse or with the periodical video processing one or two cores jump up.

Check your temps

 

And check your attitude while at it

This is just how the power saving is set up by default.
