If youre looking to spend as little as possible then go for the 2070 super as its sufficient for high refresh rate 1440p gaming (+120fps)

 

for the 2080s i would pick the EVGA one since even the lowest tier evga gpus are reliable

There are cheaper EVGA models. EVGA heat sinks are pretty beastly too.
