MSI Afterburner fan speed at 0 but one fan still spins

Nevermind, I turned off auto fan control and turned it back on and now they're both off

I have a GTX 1060 6GB (specifically GV-N1060WF2OC-6GD) and I use afterburner. Since the newest driver the card has been going down to 3 digit clock speeds allowing me to run fans at 0%. The fan speed is at 0 but one fan still spins, the one nearest to the IO, and the other isnt spinning at all. It does change speed otherwise but doesnt fully stop.

I had the same issue and, if I remember correctly, you just need to enable the "Force fan speed update on each period" option in the settings.
