better cpu or better gpu

I was wondering what would be a better build, i dont have the budget for a 9900k and a 2080ti. I am going to be gaming on a 4k tv, I am going to be building a custom watercooling loop.

3700X and 2080ti. Though I'd rather have the Asus TUF board than the Asrock Steel Legend.

The CPU changed becauae 3800X is just binned 3700X, but even the best 3800x only clocked 300MHz higher than the worst 3700X so I dont see the point on spending extra. Btw that's not saying 3800x is always better either, Gamers Nexus' 3800X needs slightly more voltage than their 3700X.

 

The board changed because the power delivery is much stronger. Havent paid too much attention on the rest of the feature set and the price but they should be similar.
