I assumed you used bottlenecker (https://pc-builds.com/calculator/) to determine the 20% bottleneck?
this is NOT indicative of actual bottlenecks!
Run whatever games you want to and play with the settings until you're at an acceptable graphics/framerate mix and check:

if your CPU is sitting at a high percentage (>85-90%), that would be indicative of a bottleneck. You can try overclocking to see if it increases FPS.

If your games run fine and the CPU usage isn't super high you're probably not CPU bottlenecked. Overclocking most likely won't do anything for FPS.

why no dark mode?

Only overclock if your CPU is lacking in the titles you play, or just for fun if you like to OC. However, your ram speeds would also improve some performance if you OC, try to get closer to 3000 MHz.

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

Primary PC:

i7 8086k - EVGA Z370 Classified K - G.Skill Trident Z RGB - WD SN750 - Jedi Order Titan Xp - Hyper 212 Black (with RGB Riing flair) - EVGA G3 650W - dual booting Windows 11 and Fedora Linux - Black and green theme, Razer brainwashed me.

Draws 400 watts under max load, for reference.

How many watts do I need?

it depends on what games you play, you have to types of games : games that are gpu dependent and games that are cpu dependent, so in some games the overclock might help a little bit but, dont forget that your processor is still a quad core, so overcloking wont make that much of a difference. It will only make your system more unstable.

So yes i saw the unstable frequency of this cpu was near 3.8 with my gigabyte b450m dsh3 rev1 i saw an increase of 10/5% in fps but the 0.1% 1.0% was bear freeze in games and a lot of stuttering  went down to 3.4 and it feels fine .I think it may be related to psu its 500w.
