How to disable HPET permanently on an Asus B450 board?

The issue with my setup is that the operating system occasionally begins locking up when something is actively downloading in the background, especially in applications like Steam that have to pull large files from the network, and the only solution I found to it is running a command "bcdedit /set useplatformclock false" in CMD, and rebooting the computer. However, this solution is temporary, and the issue keeps returning even without any further reboots. I tried looking for anything resembling an HPET setting in my motherboard's BIOS, but Asus apparently hasn't added an option to turn it on or off. Is there any way to persistently disable HPET in Windows without having it revert back later on?

Once again, disabling HPET isn't the issue. The issue is disabling it permanently. Something keeps enabling it back, and I have no idea how to prevent it (neither does Google, otherwise I wouldn't be looking for help).
