Budget Streaming rig for 2 PC setup help needed!

Hi everyone, I am trying to test out using older CPU's for as little money as possible to push a stream to Twitch/Mixer from my gaming PC. I am currently bogged down going through AMD FX's and 3rd/4th gen Intels. Obviously cores are going to count in this but im trying to find a sweet spot for 720p 60fps streaming while handling OBS/NDI etc

 

If anyone has any suggestions i would be so grateful. Remember, i am looking for something cheap but capable!

What are the specs for that gaming PC?

Gaming pc 

Ryzen 1700x

Strix gtx1080ti

32gb Corsair 3000mhz ram

Rog crosshair hero IV motherboard

 

My gaming pc has enough grunt to play and stream generally without a problem.  This is more a project just to see what kind of older CPU could handle a 720p 60fps encoding in a 2pc setup
