Windows stuttering + high CPU usage

actually just figured it out. all i did was reset my bios defaults, booted with the defaults, went back and changed everything the way i had it and now it runs fine. idk why that was the issue but it worked?

This started after I got home and I found out we had a power outage. I started up my PC and nothing seemed out of the ordinary until i tried to boot up anything or click anything. my computer would freeze for about 30 seconds and go right back to normal. It would first be the program i booted up, then my taskbar would stop responding and it would go down hill from there. I tried booting up Fortnite maybe to see if anything was wrong and when I started it up, it took a lot longer than usual and stuttered on the loading screen. I checked Task Manager to find out 80%-90% of my CPU was being used. When i finally loaded in, all of my textures were black. I quit the game, restarted and everything took a lot longer to load in and some areas on the map didnt load at all. I booted up Minecraft and it froze multiple times before i finally got it to run. My temperatures are fine but I don't have any idea what's going on.

SPECS: FX-8320 Eight Core (3.5, OC to 4.0)
GTX 1060 6 GB
16 GB RAM
Gigabyte GA-970A-DS3P AM3+ Motherboard
