No, based on the fact that their parent company, https://vpn1.com/, doesn't have any proper corporate information, and the fact that SetupVPN requires your email to register, it's unsafe to use if your goal is privacy.

That will depend entirely on the website and/or network firewall you operate behind. And services like Netflix actively block IP addresses known to belong to VPN providers, so that's right out too. But you can give it a try & always switch to another VPN later?
