I don't know what you're planning to do with it - if what you're targeting is gaming or productivity, the a6 is going to prevent you from doing any of that. It's basically a 2 threaded cpu, held back by terrible architecture and ipc. If you're using it for just web browsing though, it can pass

the processor is,indeed, garbage. Do you mean buying a new i5 or buying a prebuilt with an i5 in it? Because i5s are not that bad but are not ideal, now you should go for a ryzen 5 cpu

The specs listed aren't really enough to get the full scope of how much it's worth, judging by the 3.9ghz processor speed I'd say it's the AMD - A6 6400k which if that's the case it's a dual core fm2 socket processor that's worth like $35, you won't really have an upgrade path for it and it's a terrible processor. Even with the 1050ti all this computer will be good for is basic web browsing, maybe some minimal, and I mean minimal gaming. The 1050ti does more harm then good to it as it's being bottlenecked because the processor is so weak. If you can it would be wise to return it, save up some extra money and go for a budget Ryzen build.
