Can EVGA CLC 280 cool my 9700k on 5.0Ghz?

Currently using Dark rock pro 3 on 9700k. Still works like a champ but it's having a hard time cooling 4.9Ghz / 1.275v.

 

Can EVGA CLC 280 (will use at 1500RPM ish on full load) improve this situation? like 7~10 C's? It will be mounted at the top of the case(Dark base pro 900)

 

This silicon showed some potential (Passed Cinebench R20 at 5.0Ghz / 1.31v) so I want some more juice out of it.

My 9700k is currently at 4.8 sitting around 55 to 65 C with a 240 mm radiator in an open loop. My case is the 280x from Corsair
