Okay so I did some digging in the bios and looks like my motherboard isn't allowing me to use PCIE 3.0 even tho I now currently use a 1060 6GB which supports 3.0, my mother board also supports 3.0 but its not visible in the bios. 

Mother Board and drivers are up to date.

 

 

CPU: Intel i7-4770K 4.4Ghz could use help with some fine tuning to squeeze out any more performance. Not an expert on overclocking lol.

OS: WIndows 10 Home 64-bit

SSD: Samsung SSD 850 EVO 250GB

HDD: Several Western Digital Hard Drives 

GPU: ASUS GeForce GTX 1060 6GB Dual-Fan OC Edition 

Monitor: AOC 2236Vw Widescreen 21.5-inch LCD.

Side Monitor: some pos dell lol

Mobo: ASUS Z97-A/USB 3.1

Ram: Patriot 16GB(2x8GB) Viper III DDR3 1866MHz (PC3 15000) CL10 

Psu: Corsair Gaming Series 800-Watt

Some boards "downclock" to 2.0 when the GPU card is idle.

Have you installed WIn10 already? There are programs that can show you what sped the PCIe is under load.

I am on windows 10 and Im aware of that but even in bios there is no option for 3.0 my bios is using 2.0 only and below

Download and run GPU-Z, about midway down the right-hand side of the 1st tab (Graphics Card) will be a question mark right next to "Bus Interface" click on that and follow the instructions.

 

Mine, for example, sitting at idle, says "PCIe x16 3.0 @x16 1.1" and doesn't get up to 3.0 unless the video card is stressed.

That could also entirely be down to your CPU (no matter how you flip it, 4C/8T is starting to not be enough) and storage depending on what game it is. Hell it could be drivers given how "amazing" Nvidia's drivers have been. Blaming it on something like this just because it seems like the culprit is kinda jumping the gun a bit.

you probably wouldnt get stutter or frame drops, but just generally lower frames
