anybody knows a cheap 3D printer? im building like small machine like chopper or small wind turbine.

any its the price of printer really impact the result?

I wouldn't say printing in the budget of that printer is completely seamless or perfect- but it isn't too bad. I'd recommend watching some videos online and doing some research before making any decisions. For slicing I either use Cura or Slic3r, but find myself using Slic3r far more than Cura anymore.

You use a slicer to generate gcode, which you then give to the printer. There are many around like ideaMaker, Slic3r, Cura, It'll come down to preference and what works for you. 3D printing isn't easy. It's not hard, but not easy either. Especially with cheap(er) printers they will involve manual tinkering and adjustments to get optimal print quality. They're not plug and play things.

The simplest and easiest 3D printer I have used so far is the FlashForge Finder. It is more expensive than a lot of "cheap" printers, but in return you get a printer that just work strait out of the box (after leveling the bed OFC). FlashForge has a simple slicing software (FlashPrint), but it also support other slicers. 

 

And if you want to model your own objects i would recommend to start learning Fusion 360
