Can Steam account be recovered with first email or credit card information?

Selling Steam account is against Steam ToS, as far as I know.

 

However, I know that many people trade accounts.

Isn't there a risk that the seller can recover the account by contacting Steam support and providing:

 

  • the first registration email
  • Credit card information (if these credit cards are used by the seller)

 

How else can they recover the account?
