If you are privately selling your computer, you can't add tax. Tax isn't applicable to private sales, unless you're a jerk and want to screw someone over for a little extra cash.

basically go to pcpartpicker.com and throw in your parts. If not available expect the low end of what you can find based on the parts names (especially psu/case)

Yes, i did that before. I added the psu and wifi adaptor myself. And it was around $418(tax included). I dont think it costs that much. Anyway, thanks for actually wanting to help me.

no problem :)
$418 sounds reasonable though
cheapish board, 2400g, small ssd, basically very budget case and psu doesn't cost much, but the 2400g is still north 100$ i guess
and ram prices are really down at the moment, but 70$ should be normal for 16Gb

EDIT: have you added an official windows key for about 100$? OEMs do get their keys for way cheaper so this could be why it would appear "expensive"

No i didnt. I bought the license key for $3 on ebay. I think i managed to do a good job, because of the 22% tax.

First off, I'd like to apologize I was not trying to be rude, the jerk thing wasn't directed towards you, I was just saying that people who charge sales tax on a private sale are jerks in general. I didn't meant for it to come off as an insult towards you, it was more of what I think of people who do charge tax in private sales where tax is non-applicable and they do it just for some extra cash. I probably should have worded it "If someone charges sales tax in a private sale, they're a jerk and are doing it to probably just screw someone out of a little extra cash."

Second, you did not specify in your post that you were looking at buying these components to build a computer, the way you wrote the post makes it sound like you are trying to sell a computer you already own, not purchase a new one, hence why I am not the only one who was confused about that.
