CPU issues

I'm currently running a i7 9700k not overclocked yet. It's a relatively new build, only had my build for like 2-3 months and has been working perfectly fine, no troubles with games or anything of the sorts. But out of nowhere my CPU is just not being utilised, I'm able to run desktop programs like browsers and gaming services. But things like steam have been slow to boot up, and whenever I play a game now it runs at 2-8% CPU usage. It makes nearly all games unplayable. Simple games like age of empires run at 10-20 fps. I've tried re installing programs and deleting games with no clear improvements at all. All my games are running from a WD Black 4tb HDD, which i have had no troubles with before. Im really not sure what the issue is? Do i have a bung cpu?

I've run the intel diagnostic tool with passes in all tests too, not sure if that means too much

Temps would not lock the cpu usage to a few % temps would clock it down but still it would run at 100% with 800mhz ^^

Strange my 8700k never did that even when my waterpump died ^^ it was 800mhz 100% mhh

I'm not sure if this is an issues with only a few cores having major use, but it seriously under performs in games.
