clear the cmos and make sure to configure the bios to boot from USB first, or find out which key gives you a list of boot options at startup and select the usb stick

it may be trying to boot from something that isnt there and not skipping to the next option

Ok for some reason the are to USB drive one say uefi and the other is just normal

When I use the normal one it takes me to a windows loading screen but is still getting stuck

there are two bios options, UEFI and the legacy BIOS. if the drive is flashed as being UEFI bootable then you have to make sure the motherboard is booting from UEFI only

if its flashed as bios bootable then you need to enable legacy boot in the bios

I've tried changing the strange boot option on my bios to legacy and it take me to a windows loading screen but still freezing.

And the uefi takes me to the motherboard loading screen and gets stuck
