What would be a suitable upgrade for my GPU. My specs are:

CPU: Ryzen 7 2700

Mobo: Asus PRIME B450 PLUS

RAM: 16gb Corsair Vengance

GPU: XFX R9 270x 2gb

The R9 270x 2gb is a weak old card compared to my CPU. Mobo and RAM. What would be a good upgrade? I was thinking used RTX 2070 (if one comes up at right price) or Vega 64. Im in the UK btw.

It depends on what you're gonna play and at what resolution.

Around £300 to £400 GBP, also 1080p

But which games? Are you just into e-sports titles or are you into graphically immersive games? Do you mind if you're not playing at Ultra High settings?

I play mainly esports titles (Fortnite, LoL, R6S) but play games from just about every catagory. My most played it GTA V and would like the graphics in that to be High or Ultra but other than that idm.

What's your monitor?  It looks like from your profile you've got a 1080P 60Hz display - a better GPU will be wasted on that monitor.  In Fortnite and R6S you'll get massive benefits from 144Hz, so I'd recommend getting a 1080P 144Hz monitor or maybe even a 1440P 144Hz monitor so you can take advantage of a better GPU.  From there maybe a GTX 1660 would be a good option - it'll kick the pants off of a 270X.

Can confirm 144Hz is a massive advantage over 60 in FPS titles. If you get it to run with perfect frametimes at 60Hz it'll be very smooth, but still can't equal 144Hz (even if you only push 110-130fps it's still a big difference). If the OP went with a 1660 I'd recommend a 1080p144 monitor though, will a 1660 even push 1440p144 if you drop settings and such?

In Fortnite or R6S it should, in more demanding games you'll need to knock back the settings.

Oho, didn't know that. I push 1080p144 on my 1660 Ti with no issues, but haven't tested in 1440p and forget how the 1660 compares, isn't it similar to the 1070 Ti vs 1080 situation where it almost matches once overclocked?

Yeah I'd sell that and use the money to fund a new 144Hz monitor and a 1660Ti (or 1660 depending on the pricing)
