I recently updated my main monitor to an 144hz one but in gta and dayz the frame rate is stuck at 60 despite the gpu usage is at 45%, sometimes it spikes up to 144 or above but only for a few seconds :/ .

Make sure your monitor is set to 144hz in the Nvidia control panel and that GTA isn’t locked at 60fps in the in game settings

Already done it, in overwatch or R6S it works just fine

Some games are locked at 60 FPS, because the games physics are tied into it, such as Skyrim.  Google which games you're playin and their max in-game FPS to see if whichever ones you're playin are FPS locked.

Ya the specific game might be locked.  Some games have set limits (sometimes 60, sometimes 120) they will let you run.  There is a way in the config file to change this in some games.  In fallout 4 it has you locked at some number (I dont remember where it is), but you can completely unlock the framerate in the config file.  Otherwise there is no actual setting in game that will let you overcome it.
