The 2600k is the best for a budget oriented system, still an i7 and you can OC all the same

 

But the best budget i7 without OC is definitely a used Xeon, like the e3 1230

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B
