For the build itself, I'd go with a Noctua NH-D15, NH-U12A, BeQuiet Dark Rock Pro 4, Thermalright Le Grande Macho RT, or similar. They'll all outperform the 240mm AIO and most 280/360s as well IIRC, while being quieter and having less to break. You want all the cooling you can get if you plan to OC that chip, CPUs get a lot hotter as soon as you add any voltage whatsoever. Also on the RAM, why 4 sticks instead of 2? 32GB RAM kits have come down a lot in price, and if you go with 2x16 you'll have less load on the IMC, always a good thing. If you want all 4 slots filled for those aesthetics, then you should be fine.

Gta 5, Overwatch, Cs:go, stardew valley, Assassin's Creed Origins, Assassin’s Creed Black flag, (maybe minecraft and just cause 3), and other crappy games my friend finds

In my country 2 sticks is about the same price as 4 sticks only. Welp the monitor is 2560x1440 165 Hz so yeah. Also thanks for the cooling stuff cuz I don’t know if I wanna Overclock but maybe then the possibility is there

ASUS stuff is usually excellent, but they really dropped the ball on Z390 specifically. None of their mobos really compete until you hit the $500+ price range of extremely extreme overclocking boards. Gigabyte has the best boards at pretty much every price point, I'd get those unless you really really hate Gigabyte. 

 

As for the Intel vs AMD rigs, the new Ryzen chips compete with similar core count Intel CPUs at stock. If you're sure you aren't gonna OC, the Ryzen 3000 series offers a lot of bang for the buck. If you do want to OC, the Intel chips go about 500-600Mhz higher on average, which should give them a good advantage since you're playing at 165Hz.

I say this because if you're using this PC for any heavy workload which would require 32GB of RAM, you're getting the wrong CPU. You'd want to look at an i9-9900K or better yet, a Ryzen 3900X.

The previous mentions would be better than the 9700K in any case if you're using basically anything besides Shadowplay to stream.

actually the evga 2080 ti is way more then 1078 usd in my country it's 1 649 usd and the strix is 1 531 so the strix will give me more money to spend on the extra stuff

You just gotta roll with whatever is available in your location, like for me its Zotac and some other Asian brands that have a lot of presence while EVGA also doesn't really have much presence or is very expensive.

Get whatever 2080Ti that fits your budget. Usually we're talking like tiny percentage worth of difference between different brands anyway.

While true, I wish I had done a touch more research on the cooler I ended up grabbing (Powercolor Red Dragon RX580.)

$15-20 more could've made my system significantly quieter lol.
