Yep, that's most likely the ground wire

CPU: i9-9900k

It looks like you've got a red wire with an uninsulated ground so that's probably power. The other wire looks like a coax for signal.

I've got a power supply and dont know where to connect the positive and negative.

I'd guess positive goes to the red and negative goes to the paired ground wire

Wire inside the red cable should be positive, the copper mesh around should be negative. Voltage should be on the label, probably 5v or 12v

The thick black cable is coaxial ... composite or SDI ... search for the model that's listed on the label and see the specs and it will tell you what signal it is.
