When I turn down volume on headset it turns down my volume in windows os. is it better to have my game volume maxed and use windows volume or visa versa ?

If you can control the System volume independently I find it better to set System to say 50% then adjust my headset or application volume from there. What that does is regardless of how "loud" something is it doesn't clip the audio from going over what the speakers can handle. It also makes all those "Warning for headphone users" videos useless since a much lower System volume doesn't let online videos get loud enough to hurt.

I personally just keep my windows  audio maxed and all my applications set to a set volume on the master volume and control the output volume through a external physical device. it's all preference if you really want to focus on the game hard . make sure the game volume is the most prioritized sound on there.
