Can you give us any actual information like the specific RAM kit you're using? the motherboard, CPU, etc. you have? What XMP profile you're applying and if you've tried applying things manually and to what result?

I have an Asus Maximus VIII Hero mobo, G.Skill Trident X 8x2 ddr4 2133mhz ram and an i5-6500 cpu. What I do is I go to bios and I change the AI Overclock Tuner from auto to XMP. And the memory frequency changes from 2133 to 3600. I haven't tried doing it manually.

So the kit is rated for 2133MHz or is it rated for 3600MHz and running at 2133MHz by default? I assume the second one that it's rated for 3600MHz but let me know.

My guess is some combination of the board + CPU can't handle the memory running at that high of a frequency. You can manually try dialing in the settings and seeing if that works or using the timings but lower frequency like 3200Mhz and see where that puts you.

2133 by defaulted boosted to 3600mhz

Ok, just making sure :)

The board should be able to handle it no problem but I'm wondering if maybe the CPU doesn't like it somehow. I would try to copy the settings at XMP, timings mostly, and plug them in manually and set the frequency of the RAM to 3200MHz and see if that lets you boot.
