AMD Ryzen 5 2600

16gb (2x8gb) G.Skill FlareX

3x 3TB Hard Drives (1 for boot, 2 for Windows Software Raid 1)

450w EVGA 80+Bronze PSU

Windows 10 Pro Build 17134 64-Bit

 

 

Alright, so nearly ANY program I run, the program will randomly stop responding for up to 30 seconds then resume like nothing happened. The resource usage when this happens drops to 0 on Processor and GPU, so I'm not running out of resources. And even beforehand, it happens to programs that use 10%-15% normally.

 

Things I've tried:

Not overheating

Reseated the RAM

Reinstalled Windows

Booted into Safe Mode

Updated every driver I could get my hands on 

BIOS is updated to latest version (v40, I think)

 

 

I can't figure it out, y'all... Help?

Could be a number of things but this stands out the most. I threw similar parts together in pcpartpicker and it shows an estimated watt usage of 514W not including external peripherals. I don't know what kind of symptoms having a low wattage rating PSU would show but 450W is certainly not enough.

As mentioned the power supply is probably insufficient but before you buy a new one I would check the hard disks - your configuration is a little atypical so there may be something going on there and freezes would be consistent with slow or unresponsive storage.

 

Still, you should probably get a higher capacity power supply anyway.

Even though the PSU isn't suited for the rest of the build, I don't think the computer should be freezing when trying to open programs. Try running windows in safe mode and then try opening the same programs. Since safe mode doesn't use the regular gpu drivers, that could show if it's a power issue thing or not since safe mode won't be running the gpu at it's full potential without the drivers.

1) I already did attempt Safe Mode. No difference, unfortunately.

2) To be clear, it's not just when opening programs. Any program running will do it randomly while it's in use. Even Task Manager and Windows functions like Start Menu and the Task Bar.
