I've Acer predator helios 300 PH 315-51.

i5-8300H, gtx 1060, 16 gb RAM 2667MHz single channel. 

My GPU is not performing as it should be.
I've managed to control the temperature using Throttle stop so i think there's no thermal throttling issue. My CPU clock speed won't go above 3406 MHz while gaming(as it should turbo boost up to 4 MHz). i think CPU is bottlenecking GPU and i Don't know what causing it. My GPU usage varies and hovers around 60 to 80 percent and even if it reaches 99% I don't get enough frames. I'm getting around 25-30 fps in Ghost recon Wildlands at ultra settings ( i should be getting around 55-60 fps at ultra settings). Even playing cs go I get around 90-150.
My power mode is at best performance while playing the game. 

should i add another 16gig RAM, i wonder if that's going to solve it?

No, the screenshot you posted clearly shows the CPU pegged at 90% usage -- it's a CPU-bottleneck. Adding RAM doesn't make your CPU faster.

This is your problem.

 

If you are doing any kind of clock gating your CPU performance is going to be trash.  Clocks will read higher, but the CPU only does work on every (n)th cycle if you do percentage gating.  87% clock gating = CPU only working every 1/8 cycles.

 

4 MHz... I know what you are saying, but this is the speed PCs ran back in the 70's and 80's.  Anyway, you will not boost to 4ghz in games.  4ghz is the single core turbo.

There are some people who suggested me to add another 16 gig ram since they had same problem.

Single channel does not cause this level of performance issues.

 

I have an i5-7300 HQ with 1050 Ti and 8gb of single channel... I do not have this issue, even on known CPU bound games.

Adding more RAM when you're not eving using all of it now is a bit of a waste. Maybe you'll get a frame or two if you go from single channel to dual but that'll not get you to 60fps on that scenario in original post unfortunately.

Your CPU needs to get cooled better and clock higher

My CPU temperature remains under 80 degrees while gaming. you sure that's the problem?

I understood that you tinkered with ThrottleStop, what did you do actually? I'm guessing it was running hotter before and you throttled your CPU manually since it's only running at 3,4GHz

yes, without throttle stop CPU temperature reaches 98 degrees even i repasted my CPU and GPU with arctic silver 5. 

actually i downloaded throttle stop folder fir my pc specs, where values were set by some guy from YouTube and i only have to run that application.

what can i do bro, suggest me something to tackle this problem. i can't ask for replacement since it's been 3 months already.

Agh that sucks.

Yeah I found some reviews that said the cpu can reach almost 100'C on full load too, so i'ts not just your unit but the whole design unfortunately.

If it was me, I'd probably remove the preset throttlestop configuration and try tinkering in BIOS. Maybe limiting max clocks less or trying some undervolting, maybe you can do this with throttlestop too, never tried it myself to be honest. I'd be aiming for max 85-90'C
