What could this be?

This is a brand new loop using EK coolant and mostly EK parts. I didn’t notice it until now because I had the RGB unplugged on the CPU block. Plugged it in yesterday and there this was. What could this be? This is a 9900k running at 4.9 and hitting 70 or so C at full load. Never had it above that temp. Your help is greatly appreciated.

Could be some dirt/debris, could be a scratch/crack. If it's on the outside of the block, dry wiping it off.
