You're not gonna find anything new for a 300GBP budget unless you build it yourself, but I did find something that is actually very well priced for a prebuilt

1. Will it run Windows 7 if I install it?

2. If I didn't install the graphics card (I plan not to) what graphics would it run on GTA V & Fortnite?

There seems to be Windows 7 drivers available, so yes, but Windows 7 support ends in less than 6 months

It would probably run them at the lowest settings at 1080p, but if you plan on not buying a GPU I would recommend getting the 16GB version instead, because 2400G's GPU benefits a lot from Dual Channel memory

Seems to achieve around 40FPs on High (which is a step above the lowest setting), while lowest settings can get you 60 FPS (Dual channel)
