My gpu usage is dropping in game?

I have a Xeon e3 1225v3 cpu and a  Msi Rx 570 armour 8gb which is overclocked.I just built this machine and after playing some games I noticed that my gpu usage graphs on msi afterburner were stuttering massively. Anyone know what could be the problem? The stuttering in the middle of the game was I was in game playing Borderlands 2.
