Hi, my brother wants to go 1440p 144hz from 1080p 75hz.

Right now he has this computer.

I5-6600(non K)

16GB's of 2133MHz(Too slow for ryzen to keep for a new computer)

GTX 1060 6GB.

Now, I don't know what to suggest him what to do. Does he buy just a new CPU the i7-7700k(best one for the socket) or does he buy entirely everything new?

He's going to buy the 5700 XT as a new GPU.

I did suggest him 3rd gen ryzen as an another option. which option do you think he should take?

His motherboard is H110 chipset, so no overclocking, but non k variant of 7700 is somehow even more pricier.

Well, first I recommend to buy that monitor and test if you really need to upgrade computer.

1060 + i5 6600 should be fine, but if you really want to play 144Hz @ 1440p in ultra settings, you'll probably have to buy some i9-9900k and most powerful 2080Ti on the market (1,5 times higher resolution + 2 times higher refresh rate = check on youtube).  Much better option is to lower some settings in games - in most of them you'll see no difference (sometimes it may be even helpful).

He plays Starcraft 2 and World of Warcraft and maybe something intensive once in a while.

Save some money do a video card upgrade and display. and see how it goes from there.

If anything it will spread out expenses.

The higher you go in resolution and details the more you will be leveraging your video card performance. Look on youtube. There are tons of videos using an i5 and a high powered Video card

I play SC2 @ 1440p 165Hz with a GTX 1070Ti. The game is more CPU dependent however.  My CPU is a 2700X @4.2Ghz all core.
