For the same reason you have layers in PhotoShop on a still image, the ability to do multiple things without affecting other things (this is a guess. I'm a photographer, not a videographer)

Nothing if we're talking about result. It's just better if you want to name tracks and you have lot of sources etc. It will be easy to see what you're doing. It's like some music programs - you can use the same track for bass and violin (if they're not playing at the same time), but mastering will be pain in the... Or treat it as layers in Corel - you can use just one layer and everything will be fine until your project will be very complex - then layers starts to be useful (unlike Photoshop / Illustrator where layers are "must use" feature).

 

But no matter what do you choose - made your project as you think is easier / faster for you. You figure out when (or if) you need extra tracks.

Layers. One has main video, second has another video for short things like transparent overlay, picture-in-picture etc. Third has stills, text etc. Or effects.
