My rtx 2070 doesn't work as others.

So i just bought an rtx 2070 and far cry 5. Almost all the time it runs about 70 fps.
I saw on youtube someone with the same gpu and getting like 120 fps on the same graphical settings.

Resolution is the same. 

Settings are the same.

No background software.
I have half of his ram but my Gpu usage is still 93% - 100%

2400 MHz is a big problem, since it heavily gimps your framerate output.  Look at benchmarks at different RAM frequencies to get a general jist of what yours is at and what it would be at higher frequencies.  8gb of RAM is also a big problem w/current games, especially if you have things in your background, such as browsers, music, voice chats, etc.

Absolutely.  The top out RAM frequency w/out drastic diminishing returns/drop-off in performance is 3200 MHz.  2800-3200 MHz is the recommended at 16gb.  Below 16gb is heavy budget and nothin can be on/open in the background to compensate.  Above 32gb is overkill for gamin (currently), but might be relevant as games get larger and people push towards 1440p/4k.  8gb was the standard around 2014, but is heavily dated now due to file sizes, RAM requirements for Operating Systems (Windows, mainly), browser sizes (especially Chrome), etc.

I know 8 gb is not much. But i just finished my build. And i am not making money, i am literally 14. When i save enough from holidays i could buy 8gb more. And probably sell my i5 to buy i9.

Your processor is fine, although upgradin in the future would make sense.  Your RAM amount and frequency are your biggest bottleneck as of right now, so I would focus on that, instead of your processor, which's great for what you're doin w/it currently.

With regards to single vs dual channel. We can see in this demonstration that using a single channel can account for roughly a 20-30% performance detriment when comparing 1x8GB vs 2x4GB, and identical specs, in FarCry 5:

But like i asked. Does the CPU limit my maximum ram frequency? In the bios if i can set it to whatever i want and get the same frequency i set, in the task manager.

Just get 1 more of the exact same stick or upgrade to 16gb (2x8gb) of 2800-3200 MHz and you'll see a vast-improvement, immediately.

Do you know exactly which RAM stick you have and its maximum frequency?  If so, it might be able to be XMP'd or overclocked to its actual stock speed, instead of bein held back by the motherboards stock frequency of 2400 MHz.

The second stick is in another RAM slot.  If you have 2 slots, then it's just the second one.  If it's a 4 slot, then it's w/e is in your user manual.  Either slots 1 & 3 or 2 & 4 (motherboard depending).  You can overclock the RAM to that speed, which'll assist w/the lower frame rates from your motherboard BIOS.

Also another really weird thing. In different games like Far Cry 5, Cities Skyline, The Forest and other. Setting my graphics to ultra low doesn't make ANY fps difference than setting it on max graphics

Check the manual for your motherboard to find the correct configuration for dual channel. Typically if you have 4 x DIMM slots, you stagger it like this (middle image):

It's odd for Far Cry 5, but other games might just be so old that it'll make little to no difference, since your computer is complete overkill for them.  Also, your games could be capped at frame rates, such as 30-60 for a 60 Hz monitor, so you wouldn't notice a difference, unless somethin really starts to tax your system.  It's not really goin to happen on ancient games, since the newer tech is such overkill for older titles, usually.
