Hello, what would you say the best cpu air cooler is that’s less than or close to $60?

HN-U12S is a good option.

Cant really say without knowing the fine details but if your ram heat spreaders and case permits I hear a lot of good things about the 212 evo. Its also under $60.
Just remember to use push pull configuration If you decide to add or change fans.
