I know its limited but thats how it is, its not possible to order from internet because no site ships to here 

I was thinking about RIOTORO Onyx 650w

Only Riotoro worth checking on is the Enigma.

Unfortunately besides this one, all this site has is either low-quality group regulated ones, or very expensive ones (Seasonic Focus 850W, Fortron AAG).

At least the Onyx is a good option, with modern technology, DC-DC and half-bridge primary with LLC, great capacitors and good silicone (except questionable switchers) and working protections. And unfortunately a sleeve bearing fan, but you can't get anything better anyway.

What do u think is better seasonic m12ii evo or onyx because they said they will get m12 next week

Riotoro Onyx is in a completely different league than Seasonic M12II EVO 520W/620W, it's even hard to compare them.

It's a high quality PSU from ~2018 versus a mid-quality PSU from 2011, so that's like comparing GTX1060 to... GTX560?

 

Anyway, M12II is barely above trash-level, and is comparable (or slightly worse) to things like Cooler Master MWE non-bronze or Corsair VS.
