Chrome 90%+ cpu?

Then try to narrow it down, open a single Youtube tab with all add-ons disabled and watch a video. If CPU usage spikes then there's nothing you can do, it's just Youtube being Youtube. If it doesn't try re-enabling your extensions one at a time and see if any of them causes a spike. If it doesn't, try different websites.

 

Also just because CPU usage is low on, say, VLC doesn't mean it will be with a web player. My own CPU usage goes down significantly if I use an external player to view a Youtube video.

I meant just the home page without extra tabs.

Then it's probably just your CPU rendering the video. Youtube's video player is pretty CPU intensive, especially if you don't have hardware acceleration enabled.
