i7-4710 HQ stuck on 1.49 ghz

I'm going on a trip where I'll have to leave behind my amazing desktop. My old laptop, had no issues beforehand, but now the CPU is stuck at running on 1.49Ghz and also wont go beyond 60% utilization. Anyone have an idea what might be the cause? I've seen several people suggest to reinstall Windows, but if I don't have to do that, I'd be very happy.

What does it say in BIOS? Maybe need a bios reset. RESET_CMOS. 

or just restore defaults within BIOS

 

Check the vents make sure it's clean.

 

What are you using to test the utilization, and clocks? 

 

Post back what you find out

Well all I did was enable intel quick boost in the BIOS. There was an update for Windows. I also created a custom power plan, but it was just a copy of the balance power profile. Doing those three things have apparently fixed it.

 

I was using task manager and MSI Afterburner to test utilization and clocks.

Glad you got it working.. 

If you had not used it for some time, Windows update may have been hitting hard causing false readings. 

but IDK really.
