so I ave heard different things about tdp and how it represents the amount of heat a cpu will give off. what I am wondering is what exactly is used to determine the right amount of cooling number one and then number two how much the cpu and other components need power wise via the power supply. I need to know as I have a 750 titanium power supply. ryzen 7 2700x rx 590 and my ssds. I am trying to determine if I have enough wattage being supplied to the system overall or if I don't have enough or something.

Cooling requirements are determined by testing with coolers and making sure to overcompensate for satisfactory cooling. 

You can look at power draw benchmarks to see how much power you'd realistically need. Similarly to cooling, overcompensating a bit is how you should decide to choose a psu.

Adding up the few watts that the fans and drives would draw, the system would draw under ~350w at load. It may increase with overclocking but your psu would still remain overkill if it's good.

rosewill quark 750 version I have the 850 in that series as well due to their efficiency and the modular design. besides I figured the higher wattage would work due to the rx590 needing a recommended psu of 550 watts and the cpu is around 105tdp. that's what ive been kind of going by so I don't damage the system by having not enough wattage. I was a while back using an rx580 gtr-s but that was 600 recommended wattage for psu.

The recommended psu wattage is for the whole system and isn't the same as just the power draw for the graphics card. 

Your psu is fine though and will have plenty of headroom for oc'ing as well.
