Using controller when not in application that it was meant to - Steam big screen

Hey everyone i need some help figuring this problem :

 

Steam big screen allow to custom configure your controller, but it only works in application you will start i need help on how to make it work in every app.

just simple steam big screen controller general settings, there it was.. what to use when not in steam
