I am considering buying an RTX 2070 or RTX 2070 super, but my CPU is an intel Xeon E5-2623 v3 at 3 GHz. According to https://pc-builds.com/calculator/ this will result in a bottleneck. However this only allows me to put one CPU into the calculator. Would the bottleneck be helped at all when using two CPU's?

Never use the bogus bottleneck calculator. However, what you've got is a low clocked Haswell Xeon, and when it comes to modern gaming, it sucks. A second CPU doesn't help

In certain heavily multithreaded games it might help going from 4c/8t to 8c/16t. However fundamentally the bottleneck is caused by the older CPU architecture, lower clock speeds and memory bandwith. Adding cores might help a little here and there, but it's not going to resolve the bottleneck.

That's a low powered xeon. Probably the same speed as a i5 2400.

Dual CPU won't help at all with games, which only use 4 cores at a time.

So a higher clock cpu would be better.
