Here is my current build plan.

 

CPU: Ryzen 3800x

GPU: Titan X (Pascal)

GPU Cooler: Corsair H105 with NZXT Kraken G12

RAM: Corsair Vengeance Pro 16gb 3200

This is where I need help picking the rest... I need help picking a 240mm CPU cooler and the hardest part is finding a white case that can accommodate dual 240mm radiators comfortably.  I originally wanted the Meshify C, but it looks like two 240mm radiators may be a tight build.  I didn't want to spend $130 on a case as that seems to be more than enough money on a case.

 

My budget is ~$1400

 

Any input/part suggestions for CPU cooler and case within this budget would be much appreciated.

Meshify C White looks like it fits your AIO needs pretty well, from the manual's standpoint.  What was tight about it?

Most people mount their 240mm radiator up at the front of the case because it won't fit due to hitting either the RAM or the motherboard.  The Meshify C case itself can have dual 240mm radiators but when you take into play of how close the motherboard is mounted to the top of the case and how close the radiator mounts are to the motherboard tray, that's where people start to have clearance issues.

I know its different but the Define r6 I had I put the 280mm rad for my AIO at the top, I used corsair vengeance ram and it cleared but was close. If you just ditched the RGB ram for regular ram Im betting you would be fine with the meshify.

You're gonna be using AIOs so why do you need extra case fans for air flow? Just stick the Radiator for the cpu on top and the radiator for the gpu on the side and you're good. The AIOs should come with fans anyway.

The case can support nine fans.  Only using four I would imagine make the case look a bit bare.  That's just a personal preference though.  I'm one who likes to get the best possible airflow as well.  On top of this, having two fans for intake behind a dust filter AND a radiator is really going to hinder airflow.
