Hi, I'm getting blurry streams while moving. I don't have any idea. I tried 720p 60fps @ 10k bitrate, 1080p 60fps @ 6k bitrate, but all seem to have some blur. I'm playing CS:GO 1280x960 4:3 strecthed. Changed process priority in OBS to high. Used only NVENC. Both versions (old and new).
I don't have any dropped frames. My internet is not bad though, here's a speed test. (I can have better speeds sometimes. 920 down & 500 up)

Last log: https://obsproject.com/logs/ksrsAr0IdGkV5OMZ  720p 60fps IIRC)
720p 60fps @ 10k bitrate stream: https://www.youtube.com/watch?v=G76Ytc9j-rA
1080p 60fps @ 6k bitrate stream: https://youtu.be/FyyX_yPtceI (still blurry, can be seen in the background while moving; changed resolution to 1920x1080).

1080p 60fps @ 9k bitrate stream: https://www.youtube.com/watch?v=6guhu0vbm1o (12:55 or so; clip kinda long, most of it being alt-tabbed. even forgot i'm streaming)

Any help is appreciated.
Specs: i7 8700k stock / RTX 2070 / 16gb ram

Might need to skip some frames on the streams, I was alt-tabbing a lot.

I've messaged a streamer, and he said he also has 1080p 60fps @ 9k bitrate. His stream doesn't blur or anything. https://www.youtube.com/watch?v=iFeQPs3pOXE

He's even playing 1024x768 blackbars (Streched on stream)

Edit: I've just tried 1920x1080, and it's still the same thing. Same blur / pixelation thing.

Another 1080p60 9k bitrate but 1920x1080 in game resolution https://www.youtube.com/watch?v=GfeaTvCDHoQ&feature=youtu.be

Nothing really looks out of the ordinary there. Looks pretty normal for 9Mbps 1080p60 content to be honest.
