It's just a little be over your budget but a Coolermaster HAF X?

Its height is 21.7" so I don't think it meets his specification.

How about the bitfenix shinobi XL? would that fit your needs?

Cooler Master Storm Trooper is a cheap and great case! And icredible good looking! :D

 

ummm, he was looking for a case no deeper than 20",

 

the C70 was closest to @ 20.98"

 

but the shinobi XL (21.93")

and Storm Trooper (22.80")

are exactly what the OP is not looking for.
