I currently own a vega 64 (vega 56 with flashed bios), an i5 8400, 16gb of ddr4 2100 ram, and a 550 watt power supply. My pc easily runs games like overwatch but struggles with things like metro exodus, assasins creed odyssey (which pretty much everyone has a problem with), and battlefield 5. The fps is stable and fine from what I can tell but the gameplay is garbage. Uncapped fps is laggy and almost unplayable, capped fps causes stuttering and extreme screen tearing making the game almost unplayable. I have a 75hz panels so I realize that only 75 fps is shown but capping my fps gives me even worse gameplay. Could this be a faulty graphics card?

yes, as I understand it most people who do this save a copy of the old bios in case they have to revert back.  The hard part may be finding the exact bios version you need on the web.   As far as the procedure should be fairly straight forward. I seen a decent number of guides showing how to flash the bios, you just will be going back to the 56 version.

K do you think it is definitely something to do with the graphics card though? Because I was thinking about upgrading soon anyways

it may not be, but any time you do mods or overclock you always want to revert back to stock settings to see if that fixes the problem
