You can use a powershell shortcut to run a program. Use the HotKey parameter of a shortcut with the value 'CTRL+D' and set the other parameters to to bring up clipboard manager (either via explorer.exe or a direct program in system). 

 

You should Google the exact commands and learn a bit about powershell first but it's not hard to take ready written commands and modify them to your exact need. 

 

Also remember to unbind ctrl+d first to avoid issues.
