windows shutdown not working?

I just found a wierd bug in my windows wen i select shutdown it just logs the user of and wont shutdown.

Also presing the power button only logs the user off unless i hold it for long and force it to shut down same goes for shuting down using cmd with shutdown -t 0 also just logs the use of instead of shuting down

Before the user is loged off i see Shuting down and after just the user login

Check out what your power saving settings are. And settings that control those features (I think they can be found around same menus).

Try to boot from Ubuntu usb or other live Linux distro and check if shutdown work in general.
