1600MHz CL11 is the worst bin for 1600MHz, so dont expect much from it.

My motherboard is a H61M-E, im have read that i can overclock frequencys and timings.

try drop CL, then the next until you've done with everything. 1.65V max DIMM voltage

i tried running the ram @ 1800mhz 1.5v 11-11-11-28 2T but did not make it past bios.

any recommendation's

Also it should be 1.5V natively, that's default DDR3 spec.
