I got a MSI GTX 1660 TI Gaming X and the card runs just fine, temps won't ever go above 68°C with an overclock: Clock speed +100MHz, Memory speed: +1000MHz. I recently noticed that my GPU clock speed was going down and up, sometimes the clock speed would go from 2050MHz to 1500MHz in no time and it seriously hit my performance (from 122FPS to 57FPS and I was in a crowded place, so I don't understand why it decided that it is not under load). I understand that GPUs are supposed to not run at full speed when not under load, but I am playing games and this is happening and it doesn't really seem normal to me, and yes, all of my drivers are updated. Should I do anything about this or just leave it?
CPU: AMD Ryzen 5 2600X 4GHz
CPU Cooler: AMD Wraith Spire with Arctic MX2 thermal paste (mostly keeps temps under 65°C under full load, planning to upgrade the cooler later)
RAM: 8GB 2666MHz (single channel, planning to upgrade too)
MOBO: MSI B350 Gaming Plus
PSU: Corsair RM550x
Case: SilentiumPC Armis AR5 TG RGB (came with 3 fans)

maybe you're just having so much memory bottleneck that your GPU has idle time?
