I plan on making a pc to game but I don't know what to get to for a workstation and gaming pc. I plan to play triple A games and also use my pc for blender, unreal 4 and meshroom photogrammetry. also can some one explain to me what liquid coolers are like do you have to fill them with water if yes do you have to maintain it. My budget is $4000 but i can go over if it is worth it thanks.

In the beginning its basically just plug and play, after like 3-4 years you might wanna flush it and refill it with water. Though I think by then you might have switched to another AIO anyway. Unless you're talking about custom water loops.

Or you could just put a high-end air cooler like the Noctua D15 and just clear the dust from time to time.

Liquid coolers: Custom loops require maintenance, such as filling, whereas closed loop all-in-one (AIO) coolers do not.

 

$4000 should be plenty. I'd pick up an Nvidia 1080ti or 2080ti, an extreme edition Intel CPU (I'm fond of the 7900x), 64GB of RAM, an NVMe SSD, several SATA SSDs for working storage, and call it a day.

Screwdriver specs: Long, pointy. Turns things. Some kind of metal.

for a workstation and gaming pc i would strongly recommend to wait for ryzen 3000.
They will be released on 10th of july as far as i know and they will give you up to 16 cores which are comparable to a i9 9900k core.

as for graphics you can't really go wrong with a 2080ti if you really wanna spend that much money.

Then at least 32GB of RAM and your PSU should be  at least 750w, depending on how many hard drives you need.

You should just be building 2 PCs really, how much will you be using blender? any idea if unreal can use multiple GPUs for rendering?

Blender scales with GPUs, so if you use it a lot for rendering you'll want 2-4 GPUs in that system, used 1080tis are around $500

9900k isn’t better for blender and other workstation tasks. The 2 GPUs are for blender, as having 2 in that case helps a lot.

Fair enough. If I had a 4K PC budget, I'd buy a license for Maya or 3DS Max though :P 

 

The TR is also well below the 2700 in gaming performance... So since that's a listed want...

Well pick up a 4k or 1400p 144hz monitor and any cpu will be fine.
