Ok, so you have a USB C 3.1 port on your laptop, is that correct? If so then that IS capable of outputting to DisplayPort. See the specifications here:

For data rates, see here:

So by plugging the hub into the USB C 3.1 port, you would be capping data rates to 10Gb/s 5Gb/s instead of 40Gb/s that Thunderbolt3 supports, but it should carry the DisplayPort signal.

 

Or better yet, you could just use a USB C hub instead of a Thunderbolt hub. Like this one:

EDIT: I just noticed that it's gen 1 you have, so data rates will be capped to 5Gb/s, however, it will still carry a display signal. They make USB C Gen 1 to DisplayPort adapters like this one:
