Will this bottleneck

Not sure if my gpu is being bottlenecked, specs: intel core i5 4590,

24gb ddr3 1600mhz

msi gtx 960 gaming 4gb

samsung sata ssd

inland 600w psu

3 other random hdds

asrock h97m pro 4 mobo

Your cpu is good with that, since your gpu is not that good. 

But you can test it by urself with MSI afterburner. Watch A vid.

In that case something is horribly wrong with your cpu, test your cpu In cinebench and compare it to other i5 4590 scores 

 

Check the cpu temps also. 

What games do you play? 

And yes that is an issue

I have i5 6400,which has the almost same performance as yours, and my gpu is better than yours, and they both runnin at 90% In games. So something is wrong with ur cpu or even ur gpu

What games are you playing? Crysis? Also what resolution are you playing at?

I tend to play physics heavy games ie flight sims at about 1080p if that helps
